    Measuring the Relative Performance of Providers of a Health Service

    A methodology is developed and applied to compare the performance of publicly funded agencies providing treatment for alcohol abuse in Maine. The methodology estimates a Wiener process that determines the duration of completed treatments, while allowing for agency differences in the effectiveness of treatment, standards for completion of treatment, patient attrition, and the characteristics of patient populations. Notably, the Wiener process model separately identifies agency fixed effects that describe differences in the effectiveness of treatment ('treatment effects'), and effects that describe differences in the unobservable characteristics of patients ('population effects'). The estimated model enables hypothetical comparisons of how different agencies would treat the same populations. The policy experiment of transferring the treatment practices of more cost-effective agencies suggests that Maine could have significantly reduced treatment costs without compromising health outcomes by identifying and transferring best practices.

    Branch accounting: Evidence from the accounting records of the North American Moravians

    Europeans transported continental accounting practices during the period of worldwide colonization. This paper describes the transportation of branch accounting by members of the Moravian Church. Physical records maintained in the Archives for the Southern Province of the Moravian Church at Salem, North Carolina, and for the Northern Province at Bethlehem, Pennsylvania, contain a complex, two-tiered system of branch accounting for the enterprises within the settlements and the settlements within the worldwide Church. This paper traces recorded activity for 1775 from an enterprise to its diacony (business organization of a church) and from the diacony to the European Church headquarters. Reporting practices in both North American diaconies reflect a similar practice of branch accounting, each culminating in formal financial statements to the European home office of the Moravian Church

    A Review of Issues Pertaining to Transgenic Turfgrasses

    Recombinant DNA technology is a rapidly growing field in plant and animal breeding. This technology involves the transfer of pieces of DNA, or genes, regardless of the organisms involved or how they are related. Transformation procedures in plants were first developed for important crop and model plant systems. Although turfgrass management and production is one of the fastest growing areas of agriculture, genetic transformation of turfgrasses lags behind that of many other important crop plants. Turfgrasses are becoming more important primarily because of their association with the ever-increasing urban population. The size of the turfgrass seed market is second only to that of hybrid seed corn (Lee, 1996). However, much less is known about the genetics and physiology of turfgrasses. Many are polyploid, perennial, and/or outcrossing. These characteristics make them more difficult to study than many other crop plants. Use of transgenic technology in turfgrasses will likely follow as interest and corporate motivations allow. Application of transgenic technology is virtually limitless. The past few years have seen a rapid increase in releases of transgenic plants. Between 1987 and 1997, 3330 permits and notifications were filed with the U.S. Dept. of Agriculture (USDA–APHIS, 1998) for release of genetically engineered organisms in the United States. Twenty-nine percent involved herbicide tolerance and 24% insect resistance. Compared with the major crop species, genetically engineered turfgrasses are uncommon. By Dec. 1998, 31 permits and notifications had been filed on creeping bentgrass (Agrostis stolonifera L.) and two notifications on Kentucky bluegrass (Poa pratensis L.) (USDA–APHIS, 1998). But as additional genes are identified and cloned, a myriad of traits will probably be introduced into the turfgrasses. The first applications of transformation in turfgrasses were the incorporation of glufosinate [N,N-bis (phosphomethyl)glycine] resistance into creeping bentgrass (Lee et al., 1996; Liu et al., 1998), allowing application of a very effective nonselective herbicide to control unwanted weeds or other turfgrasses. In the future, recombinant DNA technology may be used to introduce other traits, such as insect resistance, disease resistance, and improved environmental stress tolerance. Transformation technology may offer many economic and agronomic benefits that are difficult or impossible to achieve through traditional breeding techniques (Dale, 1993). Essential steps of recombinant DNA technology include identification of the gene of interest, its isolation (cloning), study of the gene’s function and regulation, and introduction of the gene and expression factors into cells (Marois et al., 1991).     A probabilistic approach to some results by Nieto and Truax

    In this paper, we reconsider some results by Nieto and Truax about generating functions for arbitrary order coherent and squeezed states. These results were obtained using the exponential of the Laplacian operator; more elaborated operational identities were used by Dattoli et al. \cite{Dattoli} to extend these results. In this note, we show that the operational approach can be replaced by a purely probabilistic approach, in the sense that the exponential of derivatives operators can be identified with equivalent expectation operators. This approach brings new insight about the kinks between operational and probabilistic calculus.Comment: 2nd versio

    Pedagogy Analysis Framework: a video-based tool for combining teacher, pupil & researcher perspectives

    BACKGROUND: dialogue between the teaching profession and researchers regarding pedagogical strategy is sometimes problematic. Pedagogy research may benefit from incorporating research methods that can investigate teachers’ and pupils’ interpretations. PURPOSE: this research expands the Pedagogy Analysis Framework (Riordan, 2020) by explaining in detail the meso-strategies (tactics) and a macro-strategy (grand strategy) used by participants in three school science lessons about chromatography. The research design builds on previous work by using full lessons and introducing pupil group verbal protocols. In addition, Pedagogy Analysis Notation is introduced to help understand and explain macro-strategic behaviours. SAMPLE: one class of thirty 13-year-old pupils and one science teacher. DESIGN AND METHOD: four research methods were used (lesson video analysis, teacher verbal protocols, pupil group verbal protocols and researcher group interviews). Data were video recorded (managed using NVivo). Fourteen hours of video data were analysed using Grounded Theory Methods by two educational researchers and the class teacher. The interpretivist theoretical perspective (symbolic interactionism) was underpinned by a social constructionist epistemology (hence the methodology is Straussian Grounded Theory). Appropriate criteria for evaluating the emergent grounded theory were used. Data were recorded in 2017. RESULTS: the Pedagogy Analysis Framework uses the concepts: means (human and non-human), strategy (a spectrum from micro-strategies (actions), through meso-strategies (tactics) to macro-strategies (grand strategies)), ends (regarding the self, another person or a thing, or a group of people or things), and accidents. Types of tactics identified in these data were: inform (misinform and disinform), question, instruct, use space/time, repeat, train, assess, and interact. Pedagogy Analysis Notation is used to understand and explain ‘the stationary [sic] cupboard’ incident. CONCLUSION: the extended Pedagogy Analysis Framework, combined with the Pedagogy Analysis Notation, improves strategic dialogue between teachers, pupils and educational researchers.     Beneficial Arthropods Associated with Buffalograss

    Beneficial arthropods collected from buffalograss, Buchloe dactyloides (Nuttall) Engelmann, evaluation plots and vegetatively established buffalograss lawns included predatory ants, spiders, ground beetles, rove beetles, big-eyed.bugs, and several species of hymenopterous parasitoids. Ants and spiders were the most abundant beneficial arthropods collected, representing 84% of the total beneficial arthropods captured. Pitfall traps collected \u3e2.5 times as many (16,094) beneficial arthropods as sod plug samples (6,054), demonstrating that pitfall traps are a more effective technique than sod plugs for capturing highly mobile surface-dwelling arthropods. Families of parasitoids captured on sticky traps during the 2-yr sampling period included Scelionidae, Encyrtidae, Mymaridae, and Trichogrammatidae. Mymarids and trichogrammatids were the most abundant parasitoid families, representing 76.8% of the total parasitoids collected. Total numbers of beneficial arthropods collected from sites maintained at higher and lower management levels were not significantly different, suggesting that beneficial arthropod abundance may not be adversely affected by the 2 management regimes applied in this study
